Can you obtain grow bulbs at your local supplies store? And are these going to be hard on my electrical expenses? Or hot?

Are there any electrically cheap solutions for a mass grow besides these bulbs?

I have all the room I need (20x25) plus a large ventilation duct on either side of the room, one in and one out (of my chimney, should cover smell during flowering periods) and all teh soil, lights, and pots I need.
