Actually Jimmy Carter in his new best selling book has the best explanation for that. He said that any incumbent, especially one that has large numbers of troops deployed over seas during his re-election will automatically get 10 to 15% of the vote no mater what. Kerry would have beat bush if he would have ran against him in 2000. Just like how Gore did beat him in 2000.
