Okay, a few things quickly, using CFL's/Floros are fine for vegetative growth, but when it comes to flowering, they won't give you the best result. They will be small, thin and wispy buds.

Also, HPS bulbs IMO, are good for one thing, flowering, unless, you get a Hortilux bulb or some kind of conversion bulb...but those are not in your picture at this point. Using an HPS during veg. growth gives you stretched out budsites, and when flowering hits, there is always a main stretch of the top during the first 2-3weeks of flowering...sooooo, by the time flowering is done, you have major stretched out buds that are light and stringy.

But, if floro is all you can get your hands on at the moment, you want at least 50W of light per.sq.ft of space. When flowering time comes though and you still want to use floros, I recommend doubling your wattage at veg. time for flowering. This way, the buds will have some mass and thickness to them. So, if you used 100W of light during veg., use 200W of light during flowering to give it that boost.

For good results, use floros/cfl's for veg., and a powerful HPS for flowering.

For best results, use an MH bulb for veg., and an HPS for flowering.

For optimum results, use a Hortilux bulb or an MH/HPS conversion bulb.

Get whatever you can afford. Figure out the watts.per.sq.ft of space you have, how many plants you can cram in that space, and get the lights man.

If it helps, I grow only 1 plant here at home as a hobby, with fun conclusions I use 100W of CFL's, 1 plant, in a small enclosed cab., approx. 2ft x 2ft x 2.5ft in height, and I use a 150hps for flowering. Using growing techniques (eg.topping, FIM), I easily pull off an ounce in that space.
