I copied and pasted that, I still didn't see anything that they based their decisions on. They're not even talking about people who smoke an ounce a week, they're talking about kids who grew up with no families, on the streets, who have already been living dirty. I just hope that people realize that there are no references, and if so, they're not recent (pass three years).
