To answer your first paragraph, this is bullshit statistics created by twisting the facts and conveniently editing certain information. These statistics are indeed true, but anybody who enters an emergency room while under the influence of marijuana qualifies as a "marijuana admission". so if I smoke a joint and cut off my toe, crash my car, fall off a ladder, or anything else, groups like DARE can say "this many people went to the emergency room because they smoked weed!". it's crap.

as for this second paragraph, don't worry. maybe this guy's a fanatic, but we're not living in a small pakistani village here. no part of US law, the constitution, or the bill of rights allows amputation of a limp as punishment. in fact this form of punishment was used by the British as a means of compenstation for unpaid taxes, a big reason the US launched the war of independence in the first place. to institute such a law is simply impossible, we're not even allowed to do this to pedophiles,rapists, and murdurers. every facet of american law prevents this.
