Neurons in your brain communicate through synapses. I'm not a Brain Major, but this sounds to me like, when you're stoned, your brain molecules are faster adapters to its' environment and they can communicate with feedback.

Down to one line:
Your brain's neurons are patrolling your brain when your stoned.

I guess your spine and other nerves, also. But there is no chemical change.
