glue on the side of the paper?

i have zig-zags 1/2 width papers and the paper is creased and the glue is on the far side of the paper. Why would they do this, all others have the glue parallel to the crease..

thats how blunt papers come. All you have to do is turn it on its side and it makes it easier to roll like a gram in a joint.
