Savage that is mate! I think your best bet would be to speak to a housing agency etc, and they will give you information on all your rights as a tenant! Landlords take the piss, always have and mostly always will.

Its your rights as a tenant mate, use them but don't abuse them and he should be OK when he realises you have information on what he should do as a landlord!
