little rice looking things

so i go to check on my plants today and there are these strange clusters of tiny rice looking things on some of the leaves of my plant and a little on the side of the container. i check them everyday and they weren't there yesterday. at first i think it's just seeds or something that blew in and stuck (they're growing outdoors) but when i picked some up i could crush them easily and they were watery. i think they might have been bugs or something but they weren't moving even when i touched them. so not even thinking of taking a picture to post i clean them all off. they came off really easily, like they weren't attached to the leaves or anything. has anyone seen something like this before? if so what are they and will they hurt my plant? i've grown outdoors before and i've never seen anything like it . if they come back i'll be sure to take pics this time.
