The trick in any gorw is collor!!! with the suncell units you can interchange the light bulbs from a blue spectrum to a red spectrum (blue for the veg red for the flowering) the thing is most people use a 4100k t5 bulb and thats way to blue to flower with, try useing a 3000k or a 2700k supper high output t5 bulb and make sure you are giving the plants pleanty of light.

I use 60,000+ lumans in a 2 foot x 4 foot space (the suncel box) 12 3000k high output t5 bulbs and 2 unfiltered UVA black light bulbs, each T5 bulb I use puts out 5000 lumens of 3000k red spectrem light or around 660 nanometters in the red spectrum....please keep in mind I never use a veg cycle becouse I dont want my plant to grow tall in a box!!! so I go from clone to a 12 and 12 light cycle right away so I can crop in 8 weeks from the time I put them into my suncell box!! now the UV"a" unfiltererd bulb I use is a very hard to find bulb and is used for 3 reasons 1. it kills bugs 2. it kills mold 3. it tightens up the buds because it increases the reisen production.
