not sure of the best way to handle that but all i can say is that you should find some way to ask her out.so what if shes with someone else.life is waaaayy to short to not go after what you want.fuck that other guy hes just an obstacle.and the worst that can happen is she will say no and she at least know you exist.my solemn advice is this wait till her bf is away.get some chance and say hello intoduce yourself,be smooth with what you say.in my expereince simple and sincere always works best.make yourself an accuaintance to her,someone shes comfortable around in generall then just ask if she would like to hang out sometime,dont be to eager about it.maybe just suggest having lunch with her or if she seems ok with the idea of hanging out suggest a movie.if she says no at least your still freinds and if she says yes well then the stars the limit.always be a gentleman wemen like that.good luck...z
