State law always trumps local law, bucause cities get all of their powers from the state. They are just creations of the state, and the state could take away all of their power anytime it wants.

So that's why the Denver law doesn't do much.

if at some point, 2/3 of america decided to stand up, nothing could be done by the government to stop them. THe government would have to give in to their demands in order to retain its power, or we would overthrow them and make a better one. like when america started
