im not gona rip on you because you asked if it was a rumor. but no, marijuana is not legal. its decriminalized where if your over 21 you are allowed to posess up to an ounce for use in your own home. but the local cops can still bust you if they feel like being dicks. something about the federal law conflictions or something. read up on NORML or something.
