If their is a clear definition between private areas such as toilets and public areas such as sinks it would be ok in the public areas. Otherwise forget it.

There's always to "whoops factor" though where the camera must have go bumped, or whatever reason why all of a sudden it's towards the stalls.

vandalism...i mean it's like drugs or prostitution...it's part of human nature whatsoever and therefor it will always be around...now watching people with cameras removes a lil from that spice we get out of life...so cameras in bathroom i think it's not the best idea, i would feel like kicking the camera...or showing my shlong to it!!! Or if you put camero use it for prevention only, not punishment, like runing after vendals 2 days after they did their thing is not alright but if you catch them on the spot that is fine...anyways we cannot control what level of security the govt wants, right?
