I'm sure vaporizers have come a long way since then. My guess is that they were using the original BC Vaporizer style which would make sense. I had one of those first and I found I needed a lot more weed to get high than if I smoked it. Now I've got a Vapor Brothers though and like RIP ODB mentioned, I need about 1/2 of what I would need to smoke to get the same high.
They resumed studies in the fall of 2004. And this is still the information they are standing by, to this date.
