The summer solstice on 21 December has the most daylight of the year (around 14.5 hours). I'd bring it inside for 12/12 at least until its budding. Do it until it finishes if you can, I'm not 100% sure but it may start to reveg again if you don't (don't hold me to this). I haven't grown outdoors since 1994-95. I let nature take its course all but one time when I forced a couple of small plants to flower by covering a 44 gal drum with black plastic. If you can't be bothered and time is not an issue, I'd consider planting it in the ground, tying it down and waiting till probably June or so. It will be huge. I had to build up the fence another meter or so even with it tied over.
I'd give it some nutes.. but don't over do it! And give it full sun for most of the day.
