sounds to me like you're not doing something right, becuase you did get an effect off of it that seems to be very common, laughing... just cuz it didnt' hit you the first time don't underestimate it.... it's better to waste and not trip than to miss judge and be sent into an uncontrollable high... i would get a torch lighter, pack a decent sized hit (keep in mind with a torch lighter this shit burns fast, my bowl freshly packed with weed lasts a good 10-12 hits when it's half way, half way wtih salvia and a torch lighter it lasts one hit, and it's completely cashed) and hit it slow, but hard at the same time (hard to explain) keeping the flame of the torch on it at all times, and hold for 30 seconds...and if it doesn't work load up more in the next bowl, or take consecutive hits the size you packed the first time.
