When to flower
Sounds like you possibly have problems. It could be that they are getting too much water or fertilizer, not enough light, bugs eating the roots or plant matter etc.
I wouldn't flower until the secondary growth from the plant is substantial.
If you are able to determine and correct your problems then in 2-3 weeks you can start to flower. Some people are able to flower within or around 30days but thatâ??s usually because they have the correct environment for the plants.
