Question about
In the grow room there is an exhaust fan that is built into the house that sucks air out and recycles it.Also a fan that blows and an air purifier.Is this enough?The plants are about a foot tall at 40 days..One seems a little stunted.Also should the exhaust fan run 24/7?

Yes, you can keep it running 24/7 if not using CO2.
