    Flowering Question

You can switch as soon as a couple days after transplanting. Give her 24 hours darkness before you change your light to 12/12 cycle will help flowering a bit earlier than normal.

What about the time it takes for the plant to catch up to the light cycle and switch it's internal clock from veg to flower? What about keep up with the last weeks veg nutrients for the first 3-day's of light switch then flower nutrients?

    Flowering Question

When using cfl's you may not want to veg that long because the cfl's dont penetrate that deep into the canopy. I'd flower at 8" or impose some sort of training.

    Flowering Question

"Canabis is photoperiodic reactive and flowering can be controlled with the light cycle. This allows indoor horticulturists to control vegetative and flowering growth. MJ will continue vegtative growth a year or longer as long as an 18 hour photoperiod is maintained, (some strains are exceptional). 1-3 weeks after inducing flowering with the 12 hour photoperiod, the first sings of flowers appear. Flpwers appear near the top of the terminal bud first and then gradually develop on lower branches starting at the tips and moving downward...
During vegtative growth, the plant's nutrient and water intake changes. Transpiration is carried on at a more rapid rate, requiring more water. High levels of nitrogen are needed; potassium, phosphorus, calcium, magnesium, sulfer and trace elements are used at much faster rates...
As soon as light set to 12/12 cycle which signal MJ to start flowering. Growth paterns and chemistry change. Stems elongate, leaves grow progressively fewer blades, cannabinoid production slow at first then accelerates; flower formation is rapid at first then slows. Nutrient needs change as growth stages change. Plants focus on flower production rather than vegitative growth. Phosphorus uptake increases to promote floral formation."

    Flowering Question

Didn't realize you had one plant. You did not mention you were using side lighting. Generally when growing crops, and side lighting is not available to all plants, one is reliant on top lighting only. Plants triple in size when flowered, so cfls would not give you penetration deep enough.
