Yes, unfortunatly there are people out there that are fueled with their own power. Ive seen some non instigated authority abuse, heard numerous stories of it .. and obviously..it's a known issue.
I think it was uncle Ben that said "With great power, comes great responsibility"

...the only problem is.. humans are born without responsibility..it something that is gained.. alot of us.. never become responsible enough to have children.. let alone protect citizens and carry a gun...
