Yes, because it's still illegal under state law. Some lawmakers have been advising Denver police to file state charges since they cannot file city charges. See the other threads about this.

I think out of all the countries I have ever lived in........The USA is the biggest joke of a country.....needs to open its eyes, realize there are 300 other countries that exist and we need each other...........until the country wakes the fuck up.....then i wont be surprised when they take down the empire state building next or who knows wtf......

Maybe since SO MANY PEOPLE are going to have weed legally and more openly in Denver, they won't be able to arrest and prosecute anybody, because it will cost them WAY too much money and they really aren't eliminating crime.
So the government tries to put a little scare into everybody by arresting a few people and seeing what happens. These people win their court cases and Colorado passes the law as a state. California, Arizona, New Mexico, Nevada, Oregon, WAshington, etc etc, slowly creeping from the west over the country and by 2088 it is totally legal to possess, distribute (with licenses so they can tax you of course), grow and harvest (again with a license for tax purposes) cannibas sativa, aka as marijuana, in the United States of America.
