it does the opposite. it makes the bud wet and sticky because of the chemicals in the smoke concentrating over the stash. and essentially yes, it will drench the marijuana in the THC being passed from the burning weed, making it slightly more potent. give it a try.

Its like a pipe with a chamber inside that holds some weed so that when you toke, the smoke passes over the weed in the chamber and makes it really potent.
