Creating the Marijuana Tax Act in 1937 was the government's first attempt a blocking marijuana from it's potential users by making it so the only way you could posses or sell marijuana, is by purchasing a tax stamp. The catch was that the government wouldn't sell any stamps, in affect making the possession of marijuana illegal.
