Nope, it still ageist federal law. California law does not take into count seed sales. Ordering by mail uses the federal gov and they can bust you for that if they want to. Most of the time you get a Customs letter and that's about it but there are times when they pose as mailmen and try to get you to sign for the delivery and then they can bust you but if you don't sign for anything then there is no tie back to you.
