If memory serves......which sometimes I'll admit it does not......Clinton had a 60% approval rating at the end of his fifth year. It didn't really start to decline until the sixth year when Whitewater turned to white stuff on a dress.

I don't really think "best" or "worst" can be determined by approval ratings anyway. Is your personal life and the lives of Americans better now than it was four years ago or in this case five years ago?
