It's the people not the area. However a certain group or groups of people talk in a certain area and however a person is raised or however long he/she is in that environment will determine their accent.

To English people we have an American accent.

And to us they have an Australian accent.

I always knew those English mates were Canadian.

Like i knows if u go to a area where they speak differant and lived there your accent would eventually change, but how does coming from differant parts of a country give you a accent? And how did it all start....?
