Possession is "legal" in California only if you have a certified medical reason and a note from you're doctor stating so. Beyond that a lot depends on where you are in California as different counties have their own laws. In many places the penalty for a small amount is so light that it might as well be legal. Here in San Jose, most people I know who've been busted with a small amount, including myself, just had the weed taken away, nothing more. Of course it would be better to get busted with one 1/4 bag (you're a stoner) than seven 1gram bags(you're a dealer).
