Yes keep that flouro on! Your lighting setup is why the buds are so small. Standard bulbs are very inefficient. So are the halogens. They are bright, but the lumen output is very weak with them. A cheap way to fix it quickly and improve your crop would be to run out and pick up a few full-spectrum compact flourecent bulbs, Get them close, so those buds can soak up the light and get nice and juicy!!! With a microscope you can see the tricomes up close and can see when most of the tips of them have swollen up. They will almost look like little mushrooms everywhere.
