I've also been looking for a website that posts Headshops in all the states, but after MUCH googling, alas, there is none.
Like you, the only thing I could find is cigar shop type stuff. Best bet is to go to the online yellow pages and search for tobacco accessories and look for shops with names that sound cannabis friendly. Good luck!
