Yes,clones, bubbler, fogger. Clones do not work in foggers. They don't have roots to absorb the nutrients. Make a bubble cloner. I have a picture of a bubble cloner I made for my seedlings. Get a two line air pump from walmart $10, a container with a plastic lid, punch holes in the lid, 1/8 inch tubing and a flexible bubble tray.
Make the hole large enough to let the stem pass through the hole without pinching it. Put your clones in. Let the bubbles spray the bottom of the stem. Keep the water level below the stems. Run bubbler 24/0. Since your plants are starving put the weak nuts in the bubbler. They should be fine and recover. Don't overfertilize at this stage. Keep it weak. You'll see a change in a day or two. Watch the plants, if after a few days they are still yellow, give them a bit more of nitrogen to green up those leaves. Remember not too much.

After they develop roots, then put them in the fogger. I saw some nice looking pepper plants that were grown with a fogger. good luck.
