No....no no no, really, no.
You should have planted it in March, then about now you'd be approaching harvest time. As it is...you may as well keep it indoors and try and do something with it. You put it outside now, It'll probably be eaten by birds and bugs

Yeah., well, think about it it terms of lighting. Lost of light (ie summertime) = vegetative growing, 12 hours or less light (ie wintertime) = flowering
