I think those "non-lethal" rounds like rubber bullets are fired from a shotgun. The only problem is that they're still quite lethal when you're hit in a vital area. Also, they're also very innacurate, so using one at the firing range wouldn't be very fun unless you're shooting watermelons three feet away. If you just want something to take to the range, get a .22. They're cheap as hell when it comes to ammo and you have a better chance of killing someone with a beanbag or rubber bullet than with a 22 round.
