As to the Brit part, well it was really Spain that brought the first evil drug laws. They were imposed on the Phillipines. It was for opium. The US took the Philipines in the Spanish American war and inherited the laws. They found out opium was imported from Hong Kong and therefore an international problem and did the first big international meeting (called for by a Catholic priest in charge of the law, I think the bastard was from Wisconsin!) in Hong Kong. That is where the Egyptians forced them to add cannabis to the drug agenda. It was competing with tobacco and cotton and had to go. The meeting went on to Zurich and etc. It was there that Anslinger, son in law to Mellon Bank (funders and holders of Dupong, Rockefeller oil and banks, Hearst papers and more, the same guy is Secretary of the Treasury, talk about insider stuff.
