Maybe you could try boiling the water and weed mixture first. Heat will activate THC just as alcohol and fat will. However, whether or not it stays active after cooling down, I don't know.

the chemical doesn't have to be active for it to get absorbed into your bloodstream. if that were true then some important vitamins and minerals would never get absorbed. and your saliva/stomach acid aren't water based so it'll get taken out of the Marijuana plant and into your bloodstream eventually. Last but not least, heat isn't a factor. just because the THC is below the boiling point doesn't mean it can't be absorbed. what do you think happens when you use an ice bong?

how do you think they make the THC candies? candy is made by boiling water with tons and tons and tons of sugar in it

thc candies, at least most of those gross ones they sell in stores, wont get you high. and there's no thc. thc is not water soluble. ever notice how every pot recipe out there calls for something with a high fat content or alcohol? Even bhang, or your weed tea, calls for butter or milk. And it does have to be heated for the chemicals to become active.

Most of the fluids in your body are primarily water based, so a good deal of THC will get diffused before it is absorbed. You can get high off of a water based recipe, but it would take massive amounts of weed, and it totally wouldn't be worth it.

And heat is definitely a factor. THC will not get released until it is somewhere about 200F. You still heat the weed when using an ice bong. It has to be released at some point during the process.

THC breaks down after time, but not fast enough for the thc to start to break down before you can clear the bong/vapor etc.
