I would note that while a particular mutation is unlikely to lead to an especially deadly strain, there will be many, and while stockpiling vaccine is obviously a good idea, it is not certain that any vaccine would be affective against a new strain, and even in a normal flu season there is not enough vaccine available for everyone.
