Saddam built palaces with the oil-for-food money,instead of feeding the citizens,and the enemy,is responsible for the deaths of our soldiers and other Coalition forces,not Bush. We didn't use force in Iraq,until after an unanimous decision by all 15 members of the Security Council,and after a 48 hour ultimatum. Saddam had plenty of time to comply with years of resolutions and the citizens had time to leave the war-zone,that he didn't and they didn't..are their own faults,not Bush's.
