Some other people have experienced things in their reality that made them limit their perceptions to preclude premonitions and such things.
It is like how some people swear they dont even dream. In their waking reality they have no recollection so therfore it didnt exist.
You have to admit it is a huge challenge to the very fabric of their reality and free will. Not something easy to swallow unless you have first hand experiences.
'Scully' at least appears to be open to learning though
