    what ppm level for soil?

New to soil, need to know aprroximate ppm's for each growth phase (veg, early flower, late flower). The ppm of the soil, not any one feeding. Using only organics - Pure Blend, Liquid Karma, Liquid Kelp, etc.
I've heard opposite opinions about this:
    1) to use slightly higher ppm's because some of the nutes 'bind' to soil particles, preventing uptake.
    2) to use drastically less (about half), to take into account that the organics may not read completely on the meter (some percentage of it hasn't broken down into available/readable salts yet). One friend recommended 400 ppm as a safe level for flowering.
Does anyone have actual experience with this? I'd hate to burn 'em, but underfeeding that much would be.......... Please note my tds meter uses the x0.7 formula not the x0.5 one (or just tell me in straight E.C.).

    thanks alot

P.S. I'm measuring the ppm's of my runoff water, from 3 gallon pots

I remember reading on a post that you should cut the hydro recipe to 1/3 of it's original strength for soil feeding but I don't know if I'd bet my babies on that........ I'm kind of a dumass ..........
