Sounds kind of like betal nut. I've had that over in Taiwan. It's totally legal over there and sold all over the place in these little booths along the road. These little booths have crazy neon signs all around and are staffed by really hot girls dressed pretty much like LA streetwalkers. When you first see them you wonder just what they are selling.

Anyhow, you chew these nasty little nuts and it gives you a bit of a buzz(kind of like too much coffee), makes your face feel really hot, and makes you have to spit this bright red shit . It makes you look like your spitting out blood. One of those been there-done that kind of experiences but not something I'd want to do reguarly.
