Well, if you did not pay attention, the Police demanded that the penalites of the B were applied to the class C before they allowed the cannabis to be downgraded. So there it sat as a class C with the same arrest ability as it had in B. Yes, contrary to what you think, it is an arestable offence as it has the old class B penalties. Get it, call it C, and bring the penalties along?
