Yes, in some places, "inscense" is a mock label used to make the product okay to sell (ie. salvia). Usually these are not in stick form. The liklihood of this beeing the case for a mj inscense is low, but for all you know it could be the case.

Although it's not a good idea to try smoking it, give the guy a break.
