im starting with a PPM of 403 in the water , using flora series mixing it 1-1-3 and coming up with 2030 to 2130 range . i have an E&f system is this cool or shld i back off a bit

The water you are using is tap water and the PPM before you add nutrients is over 400 PPM?

Very hard water you got there, you should use RO water for seeds and seedlings.

If you can't then at least let the water sit over night before you do anything with it so the chlorine evaporates from the water. Using hard water will bring it's own set of problems so keep a close eye on your plants.
