You can do it when flowering. From what I read the longer it's in flower though the less percentage of success you'll have. But I read an article about doing some cuttings well into flowering and they were put right into water. Scrape up (not off) the bottom 3/4" to 1" of the skin on the stem of the cutting, dip it in some rooting powder, put it in regular ol' water propped up so the stem doesn't touch the bottom of the glass, put it under low light as a plant can't process as much without roots, and from what everyone said that tried it roots were growing in 7-10 days. Then they put them in some soil and back into veg and flowered them after a few weeks in veg and grew some pretty good flowers.
