City had evacuation plan but strayed from strategy
I was responding to the part of that post that said "IT'S BUSH'S FAULT.....NO, NO....IT'S FEMA'S FAULT!!! Look at all the pretty yellow buses under water and explain to me how the hell it's not the city and states fault!", where you seem to be implying that because the city and state messed up, Bush and FEMA had nothing to do with the severity of the damage that occurred.
