4. Full spectrum means the bulb displaces from full red to full blue light waves. An HPS for example is not full spectrum, nor is a MH bulb. They both have their strengths in colors, red and blue respectively, but not in full wave length.
For your future reference, you cannot adequately grow MJ with 1500 lumens. You need a minimum of 2500 lumens per sq. ft. to have a plant survive, at least 5000 Lumens to grow good stock and ideally at least 7500 lumens for solid, bountiful harvests.
