I agree.

I try to make a habit of acknowledging people that I make eye contact with. If someone's all pissed off, or is an unfriendly person, you can usually tell before the eye contact *quick glance* is long enough for both to notice it, so before a friendly acknowledgement of the other is made.
Alot of times the "unfriendlies" presents more of a challenge for me, however, which I cannot pass up. Its such a rush making grumps crack. Cuz most people want to be liked, even the biggest grump, some people just require a little more finesse than others, lol.
So, its not often I show friendliness and smile that the gesture is not returned. Who wouldn't want someone to smile at them or make a friendly comment? Even if you're a complete social retard, wouldn't you rather be acknowledged than ignored?
