But before that it was because they didn't know where the people were even though the refugees were all over TV. And before that it was because the states hadn't formally requested help.

No, No. It's not because of bangers. Hell, the STATE and LOCAL governments knew shit would eventually hit the fan. Where the hell was the planning from that level? You know why Houston was set up to accomodate the arrival of the New Orleans people? Because they know if that storm was to hit Galveston, it would be the same situation and they would be prepared! This isn't entirely the Feds fault by a long shot.
