if i thought for one second you were serious, i'd answer you. but i think disarming everyone and shooting looters, maybe everything that moves, is a good start. it also helps to not be prepared to move in instantly after the storm passed...going shopping and going to broadway, and taking a nap a day while on vacation definitely helped...
