I think that in Western culture people become uncomfortable being touched or hugged by acquaintences or friends, especially if they're being touched by members of the same sex. So because of that, I can see why being hugged would be considered sexual in western countries, since contact is considered most normal between lovers. Being Indian and having traveled to the middle East, people are so much more "touchy" in these cultures. They'll immediately put an arm around you, kiss you, and they're just more affectionate all around, even if you're a stranger. It took me a while to get used to it, and because I really dont consider myself being in touch with my culture as much as other South Asians, I'm still not that comfortable with these practices.
